Villar is the Earl of Artuk, ruling over the eastern territories of the continent. He's also Marrine's cousin, though that connection is somewhat complicated by his membership in the Factory Union rather than the typical noble circles.
His reputation precedes him. Villar's known as the Lustful Earl, and for good reason—he apparently only takes contracts with attractive female magic university students, then drops them the moment they hit 25 and moves on to someone new. It's a pattern that's become pretty infamous.
Siluca was actually headed to Artuk to become one of his contracted mages before she ran into Theo and ended up with a very different arrangement instead.
