Kula Diamond debuted as the sub-boss of The King of Fighters 2000, appearing as a regular fighter in subsequent games. Her character design was intentionally built around contrasting with K'—the designers wanted to flesh out the NESTS cartel's role in the story, and they brought in female staff to help nail the aesthetic of a young teenage girl with appropriately girlish mannerisms.
She's an android created by NESTS specifically to hunt down K', the cartel's defector. Even though Kula was built as essentially a mindless weapon, NESTS assigned another android, Candy Diamond, to shadow her and keep her on task. When Kula destroys the Zero Cannon, Candy shields her from atmospheric reentry and ends up destroyed in the process. Diana, a former high-ranking NESTS executive, steps in as her guardian afterward.
Her hair is naturally chestnut brown but shifts to light blue when her ice powers activate. Over time, Kula develops something the designers probably didn't anticipate—she actually defies orders if it means helping others, and after NESTS falls apart, she ends up on good terms with K' and his crew rather than enemies.
