General White is the Russian commander of Muscle Tower, the Red Ribbon Army's fortress in the north, and probably the sanest person you'd meet there—which isn't saying much. He's older than the other officers and lacks real tactical brilliance, but he's sharp enough to notice things quickly and draw conclusions that matter. Most notably, he figured out Goku's weakness before anyone else: his tail. That's the kind of observation that sticks with you.
Stuck at the top of the six-story tower by virtue of rank, White fills his days smoking, drinking from his flask, yelling at people, and bursting into laughter for reasons nobody can quite pin down. He's quick to irritate and impatient, sure, but he's also surprisingly capable of giving credit where it's due—he congratulates Goku for making it to the sixth floor and praises Ninja Murasaki when the guy supposedly takes Goku out. The praise never lasts long, though.
When Goku actually does reach the top with Android 8, White realizes he's completely outmatched in a straight fight. So he does what cornered men do: he threatens to kill the village chief unless Android 8 turns on Goku, then shoots the boy. That's when Android 8 snaps. One punch is all it takes to send White flying out of Muscle Tower and into the mountains, where he disappears for good. Some say he's still out there. Most people stopped caring.
