Anime
Kurt is the Poké Ball craftsman of Azalea Town, a place that reveres Slowpoke for their supposed connection to rainfall. When Ash arrived in town to deliver the GS Ball for Kurt's research, things got off to a rough start—Ash accidentally stepped on a local Slowpoke's tail and found himself chased by an angry mob. Kurt quickly got him out of trouble by disguising Ash and his friends in Slowpoke costumes.
The group eventually investigated Slowpoke Well after hearing strange noises and discovered Team Rocket attempting to steal the Pokémon. Ash helped Kurt stop them. In gratitude, Kurt gave each of them a Fast Ball. Later, after Ash and his friends gathered Apricorns, Kurt crafted Lure Balls for Ash and Misty, and a Heavy Ball for Brock.
As of the most recent anime episodes, Kurt remains focused on studying the GS Ball.
Manga
Kurt is just as protective of his craft here. He gave Silver a Heavy Ball for catching an Ursaring but warned that only experienced trainers could handle his special Poké Balls properly. When Gold showed up and mocked the Apricorn Balls, Kurt challenged him: craft a custom Friend Ball and catch a Pokémon with it by dusk, or become his apprentice. Gold accepted and actually succeeded, later using the ball to catch a Teddiursa.
Kurt later appeared at Slowpoke Well to find Team Rocket grunts mysteriously defeated and tied up. At some point, the Masked Man coerced him into revealing his GS Ball plans.
Back when they were younger, Kurt was part of a friend group including Professor Oak, Agatha, Pryce, and an elderly couple who run the Goldenrod City Pokémon Daycare. He even helped write lyrics for a song to cheer Pryce up.
