The Wobbuffet Festival crashers are one-off antagonists from "Wobbu-Palooza!" (EP175). In the original Japanese, they're named Tsuyoshi, Tetsuya, and Hisashi—though English dub viewers know them as Pretty Boy, Greaser, and Red Spikes based on Prime Video's closed captions.
These three specialize in Fighting-type Pokémon and have a history of trouble in Wobbuffet Village. They'd previously ransacked the place, training up their team by battling the local Wobbuffet until Lulu and her own Wobbuffet drove them off. About a year later, they showed up again during the Wobbuffet Festival, attacking Wobbuffet left and right despite the festival's no-battling rule. Ash and friends managed to kick them out for good, with an unexpected assist from Team Rocket.
A quirky detail: each crasher seems to physically resemble their main Pokémon. The one who uses Hitmonlee, for instance, sports rounded hair that mirrors his Pokémon's shape.
