Dick and Philip are two power plant workers in Gringey City who meet Ash and his friends in the episode "Sparks Fly for Magnemite." They run into the group while fleeing from a swarm of Grimer that's infested the hydroelectric plant, and they all take shelter together in the control room.
Once the Magnemite and Magneton in the facility start driving back the Grimer, things escalate quickly. The group manages to weaken Muk, the Grimer's leader, with help from Pikachu and a wild Magnemite, and Ash takes the opportunity to catch it. The Grimer eventually scatter, and power is restored to the city.
After things calm down, Dick and Philip explain what went wrong: the pollution buildup had attracted all those Grimer in the first place, and the incident serves as a wake-up call for Gringey City to clean up its air and water. They also mention that the Magnemite had been drawn to Pikachu because he'd absorbed so much stray electricity that he'd become magnetized himself—but now that his levels are back to normal, the Magnemite have lost interest. With that, Ash and the others head out.
