This character pops up across three different anime series, each time with a completely different backstory and role.
She's probably best known to casual fans as the pop star from Keroro Gunsou, where she shows up occasionally as a minor character—most memorably when she needs rescuing from a Moku Alien. Nothing too complicated, just a recognizable face in the background of the Keroro universe.
In Shichinin no Nana, she becomes something more interesting. She's an eccentric friend of Nana's mother who initially studied Japanese because she thought it would help her confess her feelings to someone. That plan didn't exactly work out though—she got too self-conscious about how her Japanese actually sounded. Instead, she ends up being sent to Nana's place as an English tutor, though that's mostly just cover for whatever her real reasons are for being around. Later on, she gets roped into helping track down the other Nanas when they break loose and cause chaos in San Francisco.
The shifts between her characterizations across these three series are pretty dramatic—she's essentially a different person in each one, which is typical of how characters can be reused or reimagined in the anime world.
