Chikara
Chikara is the 11th member of the Round Table and a Negator whose ability goes by the name Unmove. He's known for his signature look: a schoolboy uniform paired with a long fringe that typically falls over one of his eyes. He wears a distinctive dice-themed bracelet on his right wrist that doubles as a hair band.
The catch with Chikara's negation is that it's left him unable to speak anything but Japanese—a serious handicap that puts him at odds with the rest of his group since he can't understand what anyone else is saying. This language barrier creates constant friction and isolation for him. Rip has called him spineless, a criticism that apparently sticks with him.
