Miss Kuroitsu is an assistant in the Monster Development Department of Agastia, an evil secret society. She's basically stuck managing an impossible job—dealing with her increasingly ridiculous superiors while actually trying to design functional monsters meant to fight Agastia's rivals. The whole thing is a balancing act between what her bosses demand (which often contradicts itself) and what's actually feasible. She's the one doing the real work while everyone above her throws increasingly absurd requests her way.
