Fernando is a character from the episode "Tricks of the Trade." He's best known as an exceptionally skilled Tauros trainer who showed up at the Pokémon Swap Meet in Palmpona.
When we first meet him, Fernando's already on an impressive winning streak—five consecutive victories in the Tauros competition, which was pretty much unheard of at that point. By the time Ash crosses paths with him, he's pushed that to ten straight wins and figures he's got an easy ride to retirement. That changes when Ash's Tauros enters the ring and beats him, ending his undefeated run.
After the loss, Fernando tracked Ash down at the Swap Meet. He was genuinely impressed with Ash's Tauros and made an offer: his Nidoqueen in exchange for it. Ash turned him down flat, which Fernando clearly didn't see coming—he seemed pretty shocked that anyone would refuse a deal like that.
