Belarus is basically the younger sister stuck between Ukraine and Russia in the family dynamic. She's got platinum blonde hair and dark blue eyes now, though older artwork showed her with light brown hair instead. Russia calls her "a very pretty girl," and Lithuania describes her as "strong yet cute"—though she'd probably break his fingers for saying so.
The defining thing about Belarus is her obsessive attachment to Russia. She's openly desperate to marry him and constantly hovers around him in this possessive way, like she's staking a claim. The problem? Russia is terrified of her and has absolutely zero interest in reciprocating. He actively avoids her advances.
Lithuania, meanwhile, is completely smitten and keeps asking her out, even complimenting her in front of everyone. Belarus despises him in return—a hatred rooted in childhood when Lithuania separated her from Russia for a period. She's made this very clear on multiple occasions, most memorably by breaking all of his fingers during one of their "dates."
Don't let her cute appearance fool you. Belarus is genuinely intimidating, volatile, and kind of unhinged. The English dub even suggests she might be bipolar. She's shown up throughout the anime and manga flying into violent rages, seemingly unbothered by her deteriorating finances and mental state. She's got a taste for the occult, loves rock music, reads Soviet newspapers like Pravda, and fights with a knife.
Her name is often shortened to "Natasha" (an informal version of Natalia), and both versions are canon according to creator Hidekaz Himaruya.
