Hikaru's a member of Grimoire Heart, one of the major dark guilds, and he's ranked among the Seven Kin of Purgatory. He comes across as pretty nervous and jumpy—whether that's just his personality or an actual speech impediment is hard to say, but the guy definitely stutters. He'll stammer through something, then suddenly blurt out the rest so fast that most people have no shot at understanding him. His trademark phrase is "Woo-wee," which pretty much sums up his excitable vibe.
