Sakuya's dad is basically the kind of guy who thinks he's hilarious in ways that genuinely embarrass his kids. He's weirdly proud of his ability to have conversations while naked, which says everything you need to know about his sense of humor. That said, he's actually close with his younger children despite—or maybe because of—his ridiculous antics.
He shows up pretty late in the series, first appearing in season two's episode 23. Not much happens when he does: he tries to offer Nagi some salmon, she says no thanks, and then he accidentally sets off one of his own traps while everyone's looking for her. Classic dad move.
