Takeko Superdeluxe, known as Chanko Bakunishiki in the anime, shows up as an antagonist during the food festival arc.
The character's most memorable trait is their massive appearance—they're portrayed as an enormous figure in a long coat, with an intimidating expression and hair styled like a bamboo shoot (or a chonmage topknot in the anime version). Turns out it's all fake. Beneath the papier-mâché disguise is a much slimmer body hiding a storage tank for hoarding food. Rentarou even compares them to one of those giant One Piece characters, which pretty much nails the visual joke.
