Beldaruit is one of the Three Wise, holding the title "Wise in Teachings"—basically he's in charge of training new witches. He was also Qifrey's mentor back in the day.
The guy's obsessed with magic. Olruggio describes him as inconceivably powerful but also genuinely eccentric, and honestly, he's kind of unreliable about his role. Knights Moralis member Luluci has complained to Olruggio that Beldaruit glosses over important details when explaining things. He doesn't take his job especially seriously either, viewing it as less important than the justice and diplomacy work the other two Wise Ones handle.
His real passion shows in his drawing skill—he's genuinely talented—and he gets carried away gushing about magic's wonder whenever he finds someone who shares that enthusiasm. Coco experienced this firsthand and loved it, though most adult witches find his flashy personality and showboating annoying.
He's clearly got a soft spot for kids. You'll find him in the Assembly surrounded by young ones, spinning stories with smoke illusions and just playing around. That fun, theatrical energy works great with children but tends to wear on his peers. That said, around his fellow Wise Ones he tones it down somewhat, though he's still outgoing and direct.
