Toki rules the Land of Birds following her father, the late Daimyo Oowashi. She's the twin sister of Sagi, who was assassinated—an event that devastated her so deeply she nearly took her own life. His spirit intervened, though, and left her with his stopped pocket watch, a physical reminder of her emotional paralysis.
Determined to avenge both her brother and father, Toki disguised herself as Sagi and took on the persona of the Cursed Warrior. Her target was Moso, the assassin responsible for both deaths. The plan fell apart when she tried to strike at Oki, got beaten back, and found herself facing death without having achieved her revenge. That's when Naruto showed up and talked her down, convincing her that the Land of Birds needed her alive and moving forward. He then took care of Oki himself.
Something shifted after that. Toki's pocket watch—stuck for so long—started moving again. The symbolism wasn't lost on her.
The next morning, she came clean to her people about the deception. She apologized but also asked them to let her keep ruling so she could rebuild the land's peace. They accepted both the apology and her request, and she's continued on as their rightful daimyo ever since.
