Abrego runs the Manisarela Cartel's Roanapur operation, though he's earned a reputation for reckless violence that bothers even hardened mob bosses like Balalaika and Mr. Chang. Hotel Moscow was actually gearing up to wipe him out—until events forced a change of plans.
The cartel kidnapped Garcia Lovelace to extort his father into handing over his land, and Abrego was supposed to hold the kid. But before Garcia arrived, word came that some woman in bizarre clothing was hunting him through the city. Abrego and his crew tracked her down at the Yellow Flag Bar, only to discover she was Roberta, the Lovelaces' maid—and also Rosarita Cisneros, the notorious "Bloodhound of Florencia," a former terrorist. She announced herself by opening fire with a shotgun hidden in an umbrella.
Then it got worse. The Lagoon Company showed up with Garcia in tow, wanting a drink. A quick gunfight broke out with Revy, and when the Lagoon Company took Garcia and bolted, Roberta stayed behind to give Abrego's remaining men a proper goodbye—by lobbing grenades from under her skirt. The explosion leveled the bar and killed most of his soldiers. Abrego himself got scooped up by Balalaika's men afterward. Later, Balalaika mentioned that her people had already dismantled the Manisarela Cartel back in Colombia anyway.
