The current Raikage is the older brother of Killer Bee, the jinchūriki of the Eight-Tailed Beast. Both are believed to come from the Yotsuki clan. He's deeply protective of his younger brother despite—or maybe because of—Killer Bee's status as a jinchūriki, and he was genuinely shaken when learning that Akatsuki had captured him. Knowing how dangerous Killer Bee and Yugito Nii could become if they went full power, he'd always forbidden them from transforming completely.
When Killer Bee was taken, the Raikage immediately called for a five Kage summit and made it clear he intended to eliminate Sasuke, holding him personally responsible for the kidnapping.
He's an absolute unit physically. He can lift massive weights one-handed and once punched his desk hard enough to break it. Killer Bee himself noted during his fight with Sasuke that before him, only the Raikage had ever managed to deflect the Eight-Tails head-on—which tells you something about his raw power.
