He's basically the grandfather figure to the Holy Roman Empire and Prussia. With long blonde hair braided and pulled to the left, green eyes, and sharp features, he bears a striking resemblance to Germany himself. The anime changed things up by removing the braid and making his eyes blue instead.
Germania and Grandpa Rome were inseparable once—best friends and constant companions. Rome trusted him enough to have him serve as a personal guard, which made sense given Germania's reputation as a brutal, intimidating warrior. But the friendship didn't last. They eventually turned into enemies, and it was Germania who delivered the killing blow to an already weakened Rome. Legend has it that Germania didn't live much longer after that, dying soon after.
Personality-wise, there isn't much on record. He was clearly someone who didn't waste words—a no-nonsense fighter type. When Rome tried to get chatty about girls, Germania apparently preferred steering the conversation toward politics instead. That preference tells you something about where his head was at.
