Gasper is a half-vampire cross-dresser with one of the most dangerous Sacred Gears in the series—the Forbidden Balor View, which lets him stop time just by looking at people. The problem? He can't control it. Rias keeps him sealed on orders from the elders until she's strong enough to manage the responsibility, and even then he struggles. His power does improve dramatically when he drinks Issei's blood, though.
Before getting brought into Rias's peerage, Gasper was basically a shut-in mess—anxious, timid, the whole deal. He's obsessed with wearing girls' clothes because he genuinely thinks they're cute, and he carries a box around everywhere like some kind of security blanket. Issei tried boosting his confidence by giving him a paper bag to wear over his head, which. kind of backfired since Gasper ended up looking sketchy in it. But as the story goes on, he slowly toughens up and actually becomes genuinely braver.
He first shows up in Volume 4 after Rias gets clearance to unseal him, which he's absolutely not happy about. From there, he trains alongside Issei, Xenovia, and Koneko to get a handle on his Sacred Gear. With some guidance from Azazel and Saji's help, he makes real progress. When Khaos Brigade attacks and captures him, Issei and Rias manage to save him—and Issei's blood becomes the key to letting Gasper finally control his power well enough to fight back against the magicians holding him.
