Nurui is a shinobi from Kumogakure who stepped up as de-facto captain of a Third Division unit following Yurui's death.
During the war, Nurui's main instinct was to survive—he and his teammates kept running from Ameyuri Ringo rather than face her directly, even as their comrades got picked off. When Omoi finally refused to keep retreating and decided to stand and fight, Nurui tried to talk him out of it. But Omoi wouldn't listen, so Nurui and Kayui rushed after him anyway, only to get taken out by Ringo's attack.
Turns out that was all part of the plan. Nurui and the others had orchestrated the whole retreat as bait, slowly drawing Ameyuri toward a prepared marsh where she'd eventually get trapped.
