Ookubo Tetsuma is a former student of Katsu Kaishu who got caught up in a scheme to steal a map from his teacher. He had backing from Lord Yoshinobu, who'd lost his family years before and apparently had his own reasons for wanting the map. Kenshin Himura defeated Tetsuma in combat and managed to talk him out of going through with it.
Tetsuma fights with a Western-style fencing sword, having picked up the skill while studying in England. Despite his youth, he's got a solid foundation for a political career—he's already working in a government office and seems positioned to climb the ranks.
