Yakumo was supposed to be the Kurama clan's future—a natural genjutsu prodigy with talent that pretty much everyone agreed was exceptional. Then her parents died in a fire, and she ended up in the care of Kurenai Yuuhi.
The thing is, the Third Hokage worried that Yakumo's abilities were too volatile and could actually pose a threat to the village. Between that concern and Kurenai realizing she wasn't equipped to properly train someone with that level of power, a decision was made: they sealed away Yakumo's genjutsu abilities and sent her to live at a mountain retreat. It was framed as protection, though the circumstances suggest it was as much about containing her potential as anything else.
