Hideo is a Parasite trapped in a teenager's body who's made the unusual choice to try living like a human. He shows up at Shinichi's high school with genuine interest in befriending him—though Shinichi's pretty skeptical about the whole thing, and honestly, for good reason.
Despite being one of the more level-headed Parasites around, Hideo doesn't hesitate to brutally take down bullies who come at him. He's still hunting humans on the side, though he claims he's working on eating normal food instead. It's hard to know how serious he is about that last part.
