He'd already failed thirty-four times. When Team 7 crossed paths with him, they could see he was struggling, so Naruto decided to take him on as a student. The training was weird by normal standards, but it actually worked. Tsukado went into his next confrontation with Katazu feeling genuinely confident for once.
