Motoko Kusanagi
She's the head of the Army 501 Organization, the military outfit responsible for turning Motoko Kusanagi into a full cyborg. Basically, if Kusanagi hadn't bailed to join Section 9, she would've ended up taking over the organization herself. Her role in Kusanagi's transformation makes her a pretty key figure in the franchise's backstory, even if she doesn't show up on screen much.
