He targeted Denki Kaminari specifically because his electrical immunity made him a non-threat, and he caught onto Kyoka Jiro's plan almost instantly and shut it down. That said, he's not heartless—he admits to feeling a certain kinship with other electric Quirk users and would rather not fight them if he doesn't have to.
