Kayo's a freshman at Aogiri High School and part of the Survival Game Club, though she's pretty open about the fact that she's not actually into survival games. She joined mainly because of her passion for cosplay—she makes all her own costumes. She's in the same class as Momoka (Class C) but kept a low profile for a while; she's just not super talkative by nature.
She was interested in getting to know Momoka and decided that showing off her cosplay skills would be a good icebreaker. That way, she figured, it wouldn't seem weird or too "otaku" if the topic just came up naturally in conversation.
