Kasumi
Kasumi serves as Chiba City's subhead and has built a reputation as someone who doesn't shy away from his own shortcomings—in fact, he tends to make them pretty obvious. That honesty, whether intentional or not, sets him apart from most people in his position. He's cynical by nature and works as an advocate, though his approach is decidedly unpolished compared to what you'd expect from someone in that role.
The person who actually gets him is his younger sister, Asuha. She's one of the few people he seems willing to open up to, which says something about how isolated his worldview can be.
Combat-wise, Kasumi relies on a sniper rifle as his weapon of choice. His real edge, though, is echolocation—he can map out and locate targets using sound waves, giving him a significant advantage in tracking people down. It's an unusual ability that works well with his sniper setup.
