His actual scheme is pretty sinister: he uses Horrors to cause chaos throughout the kingdom—famine, disease, all of it—then pins the blame on other magic users, warlocks, witches, and Makai knights. It's worked remarkably well. He's essentially weaponized the king's paranoia, convincing Fernando to launch a kingdom-wide witch hunt that's resulted in mass imprisonment, execution, torture, and burnings. All the while, he stays clean and keeps the king's trust.
