Tobi has kind of a rough first impression. He comes across as rude and abrasive when you first meet him in the manga, with Rei even noting that he looks genuinely displeased most of the time. But there's more to him than that gruff exterior—he actually offers Rei genuine advice and help, which hints that he's not nearly as unpleasant as he initially seems. He does get noticeably annoyed by Noppo and the other smaller Zingai though.
The animator behind How to Eat Life characterized him as pretty listless, with that perpetually unpleasant look locked onto his face.
