Mayor of a Small Town
This minor character shows up in the episode "Wake Up Snorlax!" as the town's leader dealing with a pretty serious crisis.
When Ash's group rolled into town hungry, the mayor brought them in and gave them a meal. While they ate, he laid out the real problem: the river had dried up completely, which meant the whole town was struggling with food shortages. The situation was desperate enough that Ash and the others decided to help figure out what was going on.
They tracked down the issue pretty quickly—a Snorlax had crashed and fallen asleep right in the middle of the river, basically damming up the entire water supply. With help from a hippie traveler and his Poké Flute, they managed to wake the giant Pokémon and get it to move. Water started flowing again, crisis averted.
Grateful for the save, the mayor threw together a huge banquet for the kids before they left town.
