Oscar runs the Third Dormitory and is basically the poster child for narcissism—he's obsessed with himself and loves everything German, even calling himself "Oscar" and throwing German phrases around constantly. It's pretty over the top, but there's actually more to him than the arrogant act. When the dorm heads found out Mizuki was a girl, Oscar showed he could be genuinely serious when it mattered.
