Nu-13 was built to eliminate anyone she identifies as a threat near the Gate. Her personality is basically split in two—she's a blank slate around most people, but turns into a full-blown yandere obsessive whenever Ragna's around. Whether that's a glitch or intentional programming is unclear, though fans suspect the latter.
Her whole deal revolves around Ragna. She wants to absorb him and drag him into destroying the world together, supposedly because they both carry pieces of the Azure Grimoire. Of course, neither of them knows their pieces are fakes. When Ragna inevitably rejects her, she just decides to take him by force instead. She also recognizes Hakumen as a "Sankishin Unit," which isn't something she throws around casually.
By Continuum Shift, Nu's basically become a caricature of herself in the omake endings. Her body's still whole, and her obsession with Ragna is still there, but it's been toned way down—now she just acts like an over-the-top preppy fangirl attached to his hip.
