Mei Xiaoqian is the head of the Police Force's 2nd Criminal Division and also happens to be the mayor's daughter. She's best known for her obsession with cracking unsolvable cases—her real dream is to solve something so difficult that it's stumped everyone else. During an investigation into a series of bizarre deaths connected to something called the Devil in the Ring, she arrests Zhou Xiaoan, who becomes central to the case.
