Tom Johnson runs Tom's Hot Dogs, a stand you'll usually find in Dobuita, though he sometimes sets up at New Yokosuka Harbor District. He's an American from New York who basically fell in love with Japan after hitchhiking around the world and decided to stay. His Japanese isn't great—he's pretty open about that—but he gets by.
He's been tight with Ryou Hazuki for a while and is always down to help him out however he can. When Ryou gets fired from his harbor job, Tom's there during lunch doing his usual hot dog service, and he actually teaches Ryou the Tornado Kick. His girlfriend Honey Jackson works the stand with him; she's American too but speaks much better Japanese, so she's basically helping him improve his language skills.
The thing is, just as Ryou's about to leave Japan, Tom drops the news that he's heading back to America himself.
