Rustal commands the Arianrhod Fleet with a cool head and an almost magnetic ability to inspire loyalty. Julieta Juris has basically made herself his personal sword, while Galan Mossa abandoned everything to work for him in shadier operations. He's sharp at spotting talent—bringing in Julieta for her piloting, Iok Kujan for his pull over subordinates, and Vidar because of his insight into McGillis, who Rustal sees as a genuine threat to Gjallarhorn.
He doesn't pull punches with his people either. When Iok screws up or underperforms, Rustal will tell him straight that he's being an idiot—though there's always an angle of pushing him to do better.
What sets Rustal apart is that he's not some power-hungry climber. His actual drive is order and stability within Gjallarhorn's sphere of influence. That said, he's completely willing to get his hands dirty or play dirty if it means neutralizing whoever or whatever he sees as a threat to that vision. For Rustal, the end justifies the means.
