He's the guardian and ruler of the Arakawa River, keeping watch over it in the far east. The river itself has transformed plenty over time, but its flow stays constant—and so does his grip on it. He's got the strength and authority to rule like a king if he wanted to, and honestly, he probably could pull it off. The guy doesn't smile much. There's something about having that much power that doesn't seem to make him happy.
