Madame Shirley is a fortune teller and mermaid living on Fishman Island, where she runs the Mermaid Cafe. She's a short fin mako shark mermaid and the younger sister of Arlong. She's best known for her eerily accurate predictions—most notably calling the start of the Great Age of Pirates before it actually happened.
