Apis is a young girl living on Warship Island who ate the Hiso Hiso no Mi, a Devil Fruit that lets her communicate with and control animals. She's fiercely devoted to protecting Ryuji, a thousand-year-old dragon native to the island—basically her whole reason for existing. When Commodore Nelson and the Marines showed up trying to capture the dragon, she tried to stop them alone, which. didn't go great. She got captured pretty quickly.
The Straw Hat Pirates came through and helped her escape, and together they managed to keep Ryuji safe and see off the Marine threat. Luffy tried recruiting her afterward, but she turned him down. She was pretty clear about it too—her place was on Warship Island, protecting the dragon and her home. Staying put mattered more to her than sailing around with them.
