Arthur was a French spy dispatched to look into a secretive Japanese military project connected to Arahabaki. His real claim to fame, though, is his ability—he can absorb corpses and weaponize them.
As a Transcendental, his actual power goes way beyond that. He's got Illuminations, which lets him create his own hyperspace that he has complete control over. Since it exists outside the normal rules of reality, it basically shrugs off For The Tainted Sorrow and can even push through No Longer Human's nullification to a degree.
