Reggie is a jujutsu sorcerer from the past who was brought back to life specifically for the Culling Game. He led his own crew of sorcerers and ended up as one of the main antagonists during the Tokyo No. 1 Colony Arc—basically, he was in the way of the protagonists' goals and made life difficult for them during that stretch of the story.
