Ikutsuki starts out as SEES's upbeat chairman and the group's de facto boss—basically the adult in the room who's constantly trying to keep everyone's morale up while they're all dealing with the whole Shadow situation. He's got this cheerful, encouraging vibe that makes him seem like he's genuinely invested in the team's wellbeing.
Of course, there's more going on beneath the surface. As the story unfolds, it becomes clear he's been digging into the mysteries surrounding the Shadows all along, using his position to gather information and pull strings behind the scenes. His whole friendly advisor persona serves as perfect cover for someone who's actually got his own agenda tied up in everything SEES is fighting against.
