A classmate of Kohina's who's definitely got some weird science going on. In the manga, he casually reveals that he's brainwashed people before—by implanting chips in their bodies—and he's apparently got his sights set on doing the same thing to Kokkuri-san. He also owns a UFO, which he's invited Kohina to check out at least once.
