Raikou runs a fake healing operation and partners with the Hishimanji Guren Gang to take down local doctors, starting with Takani Megumi. The whole scheme is basically a money grab—he targets wealthy patients specifically and has no problem ripping people off for profit.
The Kenshin-gumi eventually expose the con. Raikou ends up forced to write out a confession admitting he's been a fraud the whole time.
