Garterbelt manages Panty and Stocking day-to-day and keeps them on task—though honestly, that's easier said than done. He's also the reverend of Daten City, so he's basically juggling two jobs while dealing with the Anarchy sisters' constant chaos.
For a priest, he's surprisingly willing to bend the rules when it suits him. He's not exactly a model of moral perfection, which creates this funny tension between his position and what he actually does.
The guy spends most of his time frustrated with Panty and Stocking. Their lack of focus and general recklessness drive him up the wall. He's the one handing out missions—which come to him via Chuck in the form of quick notes—and watching them half-ass their way through assignments is basically his day-to-day nightmare.
