Kandachi is a missing-nin from Amegakure who served as Hanzō's trusted lieutenant. After Pain assassinated Hanzō, Kandachi and a group of Ame ninja went into hiding by seizing control of an isolated village. The area itself works against intruders—a magnetic force disrupts chakra flow to the brain in a way that mimics genjutsu, giving Kandachi a natural defensive advantage.
Like Hanzō, Kandachi relies primarily on the Summoning Technique. He commands the Conch King through hand seals, which simultaneously signal the beast to execute specific attacks. He's shown an unusual talent for casting genjutsu via the Conch King, and the village's magnetic field amplifies this effect by further scrambling an opponent's chakra. The Conch King can also use Wind Release to move across water.
When Jiraiya brought Naruto to the area for training, a villager named Tanishi clued them in on Kandachi's takeover. Naruto went undercover as Tanishi while Jiraiya posed as a captive, and they managed to meet Kandachi—who was startled to see Jiraiya again. The plan fell apart when the real Tanishi showed up, and Kandachi threatened to feed the villagers to his summon. The ensuing fight had Naruto outmatched repeatedly, but he ultimately prevailed by landing his first Great Ball Rasengan, taking down both Kandachi and the Conch King.
