He's got that stern, no-nonsense personality you'd expect from someone running things, but he clearly cares about his younger brother—he's just not the sentimental type about it. He made the call to send Zhangxuan to the Duanmu family, which turned out to be pretty significant for Zhangxuan's whole story.
