Elma is a white-furred Wau who works as an office clerk for the Galaxy Police. She crosses paths with Seina pretty much as soon as he shows up at the Academy, and she's immediately drawn to him—enough so that she moves into Amane's house during his training period just to keep tabs on him. Despite her official position, though, her real allegiances seem to be with someone or something outside the Academy's reach.
