Shinra's father is best known for being exactly as eccentric as his son—maybe more so. He's the guy who wears a gas mask everywhere because he's convinced Tokyo's air is toxic, and he's got this constant habit of spinning a pen in his right hand. His personality swings wildly depending on the situation: sometimes he's playing up the comic relief with childish antics, other times he shifts into something genuinely intimidating, especially when dealing with people like Izaya and Namie.
Despite the oddball exterior, he's surprisingly generous. He offered Celty a place to stay in exchange for performing surgery on her, which she accepted. He's also the one who dragged Shinra into performing dissections as a kid—something he apparently sees as educational but that Shinra's probably blamed for his own twisted perspective on things ever since.
He claims his reason for returning to Japan from America is that Nebula executives are interested in Celty, though how genuine that motivation is remains unclear.
